    Committee Substitute for HB 2431–-“A bill to amend and reenact §61-7-4 of the Code of West Virginia, 1931, as amended, relating to the process for obtaining a state license to carry a concealed deadly weapon; clarifying certain restrictions and prohibitions; clarifying effect of expungement, pardons or reversal of prior offenses on permit application; clarifying training and certification requirements; clarifying background check requirements; and exempting active military and veterans from licensing fees.
